Lillie G. Sapp

Lillie SappMs. Lillie G. Sapp is a native New Yorker, raised in Manhattan, New York. She attended John Jay College of Criminal Justice and completed her Bachelors, Masters and Post Certification in Human Resources (HRD) and Development from Virginia Commonwealth University/Medical College of Virginia (VCU/MCV). Ms. Lillie’s opportunity to study abroard came in 1996, at the University of Salford, Manchester, England with Dr. Reginald Revans, the founder of the business stragegy entitled “Action Learning.” Through that affiliation she was invited to be a  supporting author of the book Action Learning and its Applications, 2010.

Ms. Lillie’s education and experiences afforded her the opportunity to serve in several environments, both domestic and international.  She started her government career with the Army National Guard of Virginia, and in 1997 began working for the Department of Defense for 16 years as an Iinstructional System Designer where she earned the Command and General Staff College, “Leavenworth Lamp Award.” In 2012 she transferred to the Department of Homeland Security, Federal Emergency Management Agency (FEMA) as Senior Quality Assurance Officer, eor the Nation’s First Responder training program, and retired 2019 . She currently serves FEMA as a Disaster Field Training Operation Reservist.

Ms. Lillie participated in Global Forum’s Action Learning Conference in Nice, France. She has been invited annually as a guest speaker to the Global Forum presenting  Action Learning for Disaster Preparedness,” at Cambridge University-Clare College, Cambridge, UK, in 2015. This participation has lead to organizational development opportunities worldwide, including Tokyo, Singapore, and Rio de Janerio.

Ms. Lillie was nominated "Woman the Year." by "Cambridge Who's Who of  Executives and Professional Entrepreneurs," 2006 & 2020 for her professionalism and phalanthopy contribution to Adult Literacy Education Program and schlorships. In addition, The Global Forum afforded her to submit the oppotunity to submit an essay for publication in   Action Learning and its Applications, (Palgrave MacMillian, 2010) entitleD, “Action Learning for a Lifetime.

Presently the President of J.O.Y. Projects LLC, Lillie serves the community of Fredericksburg, VA. through an International Bible Education Program. The J.O.Y. Projects LLC serves as a philanthropist towards other foundations such as, the Kevin Shaw Jr. Foundation of New York City, by awarding college scholarships to high school graduates. Ms. Lillie lives in Fredericksburg, with her husband LTC (R) Robert Sapp III.
